"Merchants would benefit from lower interchange fees," the Government Accountability Office said in a report released Thursday.
"Consumers would also benefit if merchants reduced prices for goods and services, but identifying such savings would be difficult. Consumers also might face higher card-use costs if issuers raised other fees or interest rates to compensate."
Banks use interchange revenue to pay for rewards programs and cover costs from cardholders who default.

J.P. Morgan Chase said it is dropping a clause from its credit-card contracts that required disputes with customers to be handled through binding arbitration, a move that could open the door to consumers filing class-action and other lawsuits.
A spokesman for the New York-based bank's Chase Card Services unit confirmed the change after a law firm that sued J.P. Morgan Chase and other banks over arbitration clauses announced a tentative settlement with J.P. Morgan Chase.
